How to play
Read each pair from its first figure to its second. Four pairs share one rule; choose the pair with a different transformation. The shared rule turns each arrow one, two or three clockwise quarter-turns. At level 1 only direction changes; level 2 also switches solid and outline; level 3 also moves one or two steps through the dot cycle 1 → 2 → 3 → 1. Compare each change within the pair. A different starting direction, fill or dot count alone does not make a pair the answer.
